REGIONAL OFFICE -- ITS ROLE AND RESPONSIBILITIES


                For  supervision,  direction  and   control  over  the   activities  and  functions of 207 units all over the  country,  there are 22 Regional Offices each headed by either by a DDG/Directors.  While in two regions, the officers of rank of Senior Administrative Grade (SAG) are in position, in 12 regions there  are Directors of Selection Grade(NF scale)  level.  There are 8 regions without regular Regional Heads.


                With  a  view  to  covering the  entire  country  with remotest  areas  and  islands, the Regions  have  either  been carved by  clubbing  more than one State or in bigger  States,   two Regional  Offices  have  been set up.    The smaller states which  have  been  combined  to  be  covered  under a  Region  are  -  Meghalaya, Mizoram, Tripura and the Region is called Meghalaya, Mizoram Tripura (MMT) Region.   Similarly,  Nagaland  and Manipur  have  one  region named Nagaland and Manipur Region and North West region with its  headquarters  at Chandigarh has  Haryana,  Punjab,  Himachal  Pradesh and Union Territory of Chandigarh and  State of Delhi.   Maharashtra  region  also has Goa in  addition  to  Maharashtra.  Various remote areas and Islands are the part of  the region which is nearest to them.


              DDG/Directors in their region are assisted by various  personnel on programme, administrative, technical and accounts   side for  carrying on their responsibilities of running  their    own office  as also the units under their control.  They  have  been delegated adequate administrative and financial powers to ensure smooth functioning of their units.


                The  role of Regional Heads is very important since by  virtue of  being  the  leader of the team of  Field  Publicity   Officers,  the responsibility for guiding and supporting  them   lies on them.    The  Field  Publicity   Officers  plan   their  programmes  and  execute  them in accordance with  the  policy   directive  issued  to  them by the Directorate  through  their  respective  Regional Heads.  In fact, the performance and  the  output of a unit of a region  depends to a great extent   on the efforts  made by  the  DDG/Directors who  has  to  ensure  conditions  in  his  office  as  well  as  Unit's  office  for  efficient  and smooth functioning.  The administrative control of the Unit  is important, indeed, for running the office but  for extracting  devoted  working  in   the  field  from  Field  Publicity  Officer  and  unit, Regional Head has  to  do  a little more.   He  inspires them, keeps up  their  morale   since the  field  work is replete with all kinds  of  hazards,   problems and difficulties.  With DDG/Director support and guidance they   are capable  of fulfilling the tasks assigned to them.

 

Regional  Offices Establishment and Staff-  DDG/Directors are assisted by an Administrative  Officer,  a Field Publicity  Officer,  Accountant, Cashier, two  Upper Division  Clerks,  two Lower Division Clerks and  one  Daftry. The total  requirements of the area for their office of 1465  sq. ft.,  including  737 sq.ft.  for utilisation  of  space   exclusively  for publicity purposes like establishing  reading room etc.     Accounts matter of the region   are handled  with the help of Accountant and it is his duty to  ensure that the payments of salaries, TA claims etc., are made  to the staff  of the regional office and field units speedily. The UDCs  and  LDCs assist in maintaining office  records  and      scrutinizing cases pertaining to units.
