CITIZEN’S CHARTER

INTRODUCTION

The Directorate of Field Publicity (DFP) is a media unit of the Ministry of Information and Broadcasting which publicises policies, programmes and achievements of the Government, especially at the grass roots level, and collects public reactions thereon as feedback.

DFP organizes inter-personal Information, Education and Communication (IEC) programmes through its 22 Regional Offices and 207 Field Publicity Units throughout the country.

OUR MISSION

We act as a facilitator in coordination with state/ central government departments/ agencies to create awareness about the policies, programmes and achievements of the government.

Our mission thus is to empower the weaker sections of society especially at the grass roots level with information about schemes meant for their betterment and persuade them to derive benefit from them.

OUR VISION :

We envision to remove ignorance and empower the people with awareness on important issues of public concern by –

· Making people informed through sustained publicity campaigning;

· Bringing about attitudinal changes in the mind of the people through publicity programmes; and

· Mobilising public opinion in favour of implementation of welfare and development programmes.

OUR CLIENTS

· Central government ministries/ departments;

· States/ Union Territories; and

· Autonomous bodies, national and inter national organizations like NACO, UNICEF and WHO.

FEE

We do not charge fee for providing publicity support to our clients on various on-going national themes. However, we organize special programmes to focus on specific themes on client ministry/ organisation’s request and these are organized on the basis of funds made available to DFP by the concerned ministry/ organization.

OUR SERVICES TO GOVERNEMNT

· We project the policies, programmes and achievements of the government to the people by bringing our men and material face to face to them; and

· We work as two-way channel of communication between the government and the people. We gather people’s reactions to the programmes and policies of the government and their implementation at the grass roots level and report them back to the government for appropriate and corrective action.

OUR COMMITMENT TO CITIZENS

Our organization is committed to make people at the grass roots level aware of the schemes meant for their betterment so that they could on their own come forward to derive benefit from them. These schemes include :-

· Employment schemes;

· Housing for weaker sections; and

· Health related issues such as AIDS control, Iodine Deficiency Disorder control etc.

ACTIVITIES

Our publicity activities are carried out by 207 Field Publicity Units (see DFP’s site : www.dfp.nic.in) headed by a Field Publicity Officer and are equipped with audio-visual equipment, publicity literature, exhibition kits and a vehicle.

The Directorate has 22 Regional Offices (Annexure-I) each headed by a Deputy Director General / Director to supervise publicity activities of units under their jurisdiction.

As part of publicity activities, film shows, song and drama programmes, sports meet, debates/ essay & drawing competitions, quiz, seminars, talks, group discussions, healthy baby shows and rallies etc. are organized by our field units.

WORKSHOPS/ SEMINARS

We organize workshop at the national level for sensitization of our regional heads about the policies and programmes for the year and the similar workshops are organized at the zonal and regional level for the benefit of field publicity officers. Problems faced during the programmes and lessons learnt from the field are discussed in these workshops by associating the representatives of the client ministries.

INFORMATION & FACILITATION COUNTERS

The DFP (Hqrs.), New Delhi and 22 Regional Offices in the field are functioning as information and facilitation counters to provide information to the citizens of various ministries, departments and organizations about their policies and programmes.

BUDGET

Funds for publicity programmes are provided by the Ministry of Information and Broadcasting and in addition, client ministries/ departments and organizations also provide funds to organize special publicity programmes.
